Claim regarding a shipping error with Western Union

I sent money with Western Union for my brother in Tunisia, but I realized that I sent it to France instead, so I made a mistake with the destination country. What should I do? Is it possible to withdraw it in Tunisia with the tracking number for France? Thank you in advance.
