By right-clicking on a cell, you can choose the option New comment or New note to enter text that will be displayed when the mouse hovers over the cell

You already have this ready with the comment that you can insert into any cell and that appears when you hover over the cell
If you want something else, you need to use a macro, take a look here you should find what you're looking for

- Ribbon / File tab / (or Windows logo if Excel <2013)
- at the bottom of the window: options
- on the left in the next window: "advanced options"
- and in the display paragraph, check the desired option for displaying comments
