Error Code 0xc000014c / Windows won't boot

So here is my problem...

A few days ago, I was resetting Windows 10 due to several issues with my applications, but boom, I accidentally stopped the process before it was complete.

I then restarted Windows 10 and encountered the blue screen with "error code 0xc000014c" which asks me to use a disk or USB to boot Windows 10 and thus reinstall it.

I downloaded the "media creation tool" for Windows 10 and tried to create a bootable USB, unfortunately that did not work, media creation tool just does not work (and I have already tried on 2 devices!!).

So, I was told to manually download the "disk image," which I did... then to "burn the disk image to the USB" using Rufus.

So far, everything seems to be going normally... the process finished, I restarted my Windows 10 and inserted the USB but nothing happens, I just encounter the blue screen and 0xc000014c. My computer automatically restarts, I wait again - USB still inserted - but encounter the blue screen and 0xc000014c once again.

I was advised to press F2 or F8 or F12... Esc and even Win+X but nothing...

I want to reiterate that my computer is completely useless at the moment since I can't do anything but admire its blue screen and the error message it throws in my face!!

(And I have already tried using another USB but still nothing!)

the device or Windows has a problem, is it a laptop or a desktop?

In any case, try all the combinations of F

like F1 F2 F3 F4 F5 F6 F7 F8 F9 F10 F11 F12 or the escape key

but try escape first, if it's an Asus laptop or otherwise prioritize F10 F11 and I’ve even noticed that F8 works for some, even though the F8 key is traditionally used to access the safe mode, mainly on Win7 and earlier.

Then, once on the boot list window, select the name of your USB drive and I think you know how to do the rest.

Next, you have two choices (only do this if you’ve managed to boot from your USB stick)

Since your Windows is corrupted, you can either delete the disk where Windows is (we hope you have your data on another disk/partition).

Or you can reinstall Windows on top, and after boot, use the disk cleaner as Administrator to delete the old OS that takes up space and especially boot time.

Also, you have another solution to repair Windows via the CMD from the ISO, but in your case, since you were looking to reset Windows, prefer the first option, which is to reinstall on top or completely the OS.

I tried all the key combinations... but unfortunately, I’m stuck on the error message 0xc000014c...

I start my PC and then I land on the blue screen with the error message. I tried each of the key combinations, but the same thing happens – it waits for a minute, then restarts and goes back to the blue screen.
