Is it possible to limit the data by user for the mobile hotspot?

      Not agreed, it depends on your access point.
      Generally, consumer models or boxes, no. More professional models do have possibilities.
      Otherwise, the documentation will give you your answers.

      What do you mean by a mobile hotspot on a smartphone?
      Is it using a smartphone as a hotspot for another device (PC, etc.)?
      If yes, the answer is no, no management.
