Hello,
I just replaced the batteries in my station and I can't change the department
it always stays on 75.
My station is a: Star Météo WD-4203F

The modification procedure has probably not been completed correctly
Excerpt from the notice on page 10
CHOICE OF DEPARTMENT BASED ON THE LOCATION OF THE RECEIVER 
When the connection to the Star Météo signal is successful, "75" blinks on the screen. The weather forecast for PARIS (corresponding to department 75) is displayed by default.
To set your department, press the SET button while holding it down for 3 seconds. Once entered the menu, department 75 blinks again, under the label "DEPT": then scroll through the departments of your reception area by pressing
the "+". When the department of your choice is displayed, press the "SET" button briefly 6 times to exit the setting function and return to the main display (or wait for the timeout period of 15 seconds). DO NOT TOUCH ANY BUTTONS.

No, the department 75 is flashing, I'm pressing + but nothing is scrolling.

I'm sorry, I can't provide more information than what is stated in the notice...
You waited for the synchronization with the data from department 75 to take place before attempting to change departments, right?

In general, we recommend waiting at least 36 hours after inserting the batteries before considering a "non-reception". Indeed, depending on the environment and possible interferences, reception may become possible at certain times when it was not before. Furthermore, and in confirmation of the many tests carried out throughout France before the market release of this product, the transmission is better received in certain rooms of a house or apartment than in others.
