My programs won't launch anymore. Solved

Question

Hello,  I’ve had a big problem for the last 3 days: I feel like nothing is working on my desktop anymore. In fact, I have many applications that won't launch, including some that I use every day, and it’s quite annoying. I've had this problem 3 or 4 times before, but it was enough to go to Clock, Region, and Language, change a binary setting (a dot instead of a comma), and restart the PC for the issue to be resolved (error 0x80070057), but this time it doesn’t work. I should also mention that I thought about restoring the PC to a date before my problem, but I can't launch anything as an administrator, and I also can't access my PC settings because it freezes. I had already posted my problem 2 days ago but didn’t get any response; I hope I’ve been clear in my description this time.  Thanks in advance to anyone who can help me.

Hello, First of all, thank you for your quick response. The problem is that whenever I click on a program that requires administrator access, the loading is endless and the program never opens. The same thing happens when I right-click on the (C) drive. As for regedit, it is one of the many programs that I cannot open...

Hello,  Verify that you are indeed the administrator of the PC  Right-click on the Start button or press Windows key + X Control Panel User Account Change your account type The administrator box must be checked  If not, check the box  Or:  Right-click on the Start button or press Windows key + X Command Prompt (admin) Type or copy-paste:  net user administrator /active:yes (then press the Enter key)  Or  net user administrator /active:yes  And if there’s an administrator rights issue: Check if you see your user account like this: Right-click on the Start button File Explorer Right-click on the (C:) drive then Properties Security tab (here you see all the accounts) Users (your Name) (select it) Then click on Edit And check all the Allow boxes Apply OK You may need to restart your computer  Check this:  https://support.microsoft.com/fr-fr/help/982736/0x80070057-error-message-when-you-back-up-files-in-windows-7  I solve the problem myself  Click on Start, type Regedit.exe in the search programs and files box, then press Enter. Unfortunately, I don't have any other PCs available. When going to "uninstall a program," I notice that I installed a new version of my antivirus McAfee on the day I encountered my problem (14.0.7080), I don't know if there's a connection or not.

For safe mode, I thought I saw that you needed to press Windows + I and then restart the PC while holding down Shift (Windows 8), but that doesn't work.

When you are in your session do: - Ctrl + ALT + Delete From there, keep the SHIFT key pressed until the end of the procedure.
