American sites unreachable - "The requested URL was rejected"

Hello,
I will be going to work in the USA in February 2016.
I managed my apartment rental online, but US sites are blocked when I try to connect with the following error:

The requested URL was rejected. Please consult with your administrator.
Your support ID is: 12135750238825119513 (this number changes with each attempt).

or:

The Requested Action Cannot Be Completed
We're sorry, but we cannot complete your request. Please review your operation and try again.
Incident ID: 414744608031875457 (this number changes with each attempt)

I absolutely need to access the site http://www.washgas.com/ (gas meter activation) to finalize my lease.

I want to mention that I tried with IE, Firefox, Chrome, and Edge for the same result! I am on Windows 10, and I also tried on another PC with Windows 7, same result!
What should I do?

    I just tested your link with 2 different search engines, and I get the same result as you!

    I went through the translator, and I can open the page like this:

      Hello,
      thank you for this response.
      It works on the homepage, but as soon as we want to navigate, the following pages appear as if they were cached!
      If no one has a better solution, I'll try to manage with it.
