Restore PC with .GHO file

Hello,
I would like to know how to restore my PC using a .GHO file (a ghost file, I suppose) that is present on my E drive (there is also a .rar file).
I can't reach the person who made this backup for me. He told me that this file would be useful for restoration if my PC ever failed. That's what just happened to me :(
He also claimed that I wouldn't need a CD or software to use it, just a simple restart with F8 (or something...) would be enough.
However, I'm struggling to understand how to do it.
