What do you mean specifically by personal folders? What type of tablet do you have (Windows RT, Windows 8, Android, iOS (= iPad))?
If you are on Android, you can create app folders by long pressing on the screen or you can find all your apps/widgets/etc. A "menu" will appear and you should have the option to create a folder and then drag apps into it. The method is more or less the same on iPad. You just need to long press on an app and then drag it onto another app that you want to put in the same folder, and the folder will be created automatically. I don't know how to do it on Windows, though.

On Android 4, it's not possible.

Ah ok, so to have personal folders, you need to start by having a file management application:
for example:
ES File Explorer File Manager (https://play.google.com/store/apps/details?id=com.estrongs.android.pop&hl=en) is the most popular, but there are others
There is a short explanatory video of about ten minutes on the page above that explains among other things how to create a new folder ;-)
Normally it should work without problems.
