Error 138 completely blocked

I'm facing a huge problem and I'm at my wit's end...

On Saturday, I connect to the wifi network in my residence and launch Google Chrome: error 138.
I delete the firewall program and reauthorize it, without success. I uninstall McAfee, and miraculously, it works again!

But since Sunday, it's back to square one, error 138 returns!

And on the Internet Explorer side, it just loads endlessly, so I can't even get on the internet at all, I'm completely stuck, I can't download Firefox or reinstall Google Chrome since I can't even go online.

Help!!

"Reboot" signifie redémarrer un système ou un appareil, généralement un ordinateur ou un téléphone, afin de le réinitialiser et permettre un nouveau démarrage. Cela peut aussi impliquer de charger à nouveau le système d'exploitation.

Are you sure it comes from there?

Because before thinking about uninstalling McAfee on Saturday, I went to McDonald's to try to connect to their network and the problem occurred there too...
