Hello,
I have a PC that has 8GB, but only 2.99 GB are available! Do you have a solution so that my PC has 8 GB available?
I heard that this is because my PC is 32-bit; can we switch to 64-bit?

Yes but you must back up your data for safety and reinstall Windows in 64-bit (if your CPU supports it, which should be the case).
Check first that you are not already on 64-bit and that this issue doesn’t come from another problem, such as a 32-bit driver, for example.
"If your computer is equipped with a 64-bit compatible processor (UC), you can install a 64-bit version of Windows 7, even if you are currently running a 32-bit version. However, to install a 64-bit version of Windows 7 on a computer already running a 32-bit version, you will need to back up your files and choose the Custom installation option. Hello I suppose you meant 8GB of RAM
indeed Windows 32-bit supports a maximum of 3GB of RAM
the 64-bit version can support much more
to upgrade from the 32-bit version to the 64-bit version you need to install a 64-bit Windows 7; it's not an option to modify
