The method described on the site is quite relevant, try with a minimal amount and check with the customer service.

One question remains: Is this the best method and the right site?

Hello, for your information Bouygues blocked plan seems compatible.
(In-store, they are still as useless at informing the customer outside of sales.)

I attempted the site I mentioned in my first post.
I'm not naming it so as not to be accused of advertising.
I'm just providing the information I would have liked to find.

I tried three offers:
Instant call without DIAMANT code
Regular call GOLD
Standard code SILVER

The operator charge was verified for each transaction with my consumption tracking:

1st offer: €1.77 to get €0.91—51.4% refunded
2nd and 3rd offers: €2.36 to get €1.35—57.2% refunded

Note that the last two offers surprised me because the extra operator charge is zero (billing by the second??? 0.34+0.37/2 for 90s)

If you choose PayPal, it's 2% of the transaction.

Otherwise, there is http://www.transfertmonforfait.com I tried it because I couldn't use anything else (Belgium) and it works well, I have already been reimbursed!
