Well, the difference is that the more cores or threads you have, the more each core can control different software without slowing down the CPU too much.
A dual-core will handle office tasks or a bit of multimedia.
A quad-core will be for gaming or for doing office work at the same time as other programs like antivirus, the internet, etc.
