PSP won't turn on or charge.

Hello,
I am unable to turn on my PSP as well as charge it, and it's not the charger because when I connect it via USB, it doesn't charge either. According to you, could this be due to the battery or something else?

Configuration: Windows Vista / Chrome 21.0.1180.83

If the device has been unused for a long time or if the battery has been discharged too deeply, the charger will not be powerful enough to restart it. The battery needs to be replaced...
