Flushing DNS doesn't work

Hello,
When I use ipconfig/flushdns my computer tells me that the cache is cleared.
But when I redo ipconfig/displaydns, the same sites appear.
I tried it as an administrator and as a user, but the sites are still there.
I disabled the service and then reactivated it but without results. I can't delete it.
Can you help me?

Last night I found the solution. My issue was with the hosts files (%SystemRoot%\system32\drivers\etc\hosts). There were plenty of sites in there that had been added by Spybot and were redirected to the local host 127.0.0.1. I deleted everything except one line, the 127.0.0.1 local host. Then I ran ipconfig/flushdns again and now it works normally.
