What is the purpose of Source Dedicated Server?

Hello, I would like to know what Source Dedicated Server is used for? Since I play CSS... Someone on Steam told me it was to create servers on CSS... But will people be able to join the server? Thank you for the help you can provide me. Best regards.

    Hello, yes the dedicated server is good for creating servers, I think yes people will be able to join it, but it uses your PC as a server I believe, you need to have a powerful PC I've been told... Good frags
