Special Character Bug...

Hi,
I have a problem with the shoutbox I am making: when I type an é, ç, è, ',... (in short, a special character), it replaces the character with something like: é

So my question is how to avoid this, is there a solution? (I'm working with a text file..)

Hello, add in the head: 
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">
