I would just like to know what "WAN miniport PPPOE" is?

Hi,
it's a PPPoE connection (typically through an ADSL modem), often set up by operator connection kits.
The easiest way is to change the internet settings and (in the Internet Explorer options, under the connections tab for example) check never dial a connection.

For WINDOWS 10
Go to Internet Options, Connections tab, LAN Settings.
Uncheck: Automatically detect settings.
No more WAN miniport in Device Manager, a valid IP address is assigned to the network card and Internet is working...
