There is a solution that I tested myself and it works!
Follow the next advice to the letter.
You need to set up call forwarding in case of rejection to an emergency number (preferably 17).
It's important not to do this during the day but when the nuisance caller calls (usually at night).
During the call from the private number, just press reject (the red button on your phone) and he will end up with a police officer on the line.
In my case, the person in question insulted the cop thinking it was me trying to intimidate him... :)))))

To answer your question, it’s impossible to know who is calling you from a private number, even by noting the time, etc.

If it’s a harassing call, you’ll need to note the times and any vulgar messages, if there are any... and file a complaint.

The simplest solution would be to change your number if these calls come with insults. If that’s not the case, I advise you to let this person call you, and when they go silent as soon as you answer, start the conversation as if you were talking to a friend. There is another solution to deal with repeated anonymous calls: set up a voicemail with a message like: the number is no longer in service, the new number is: xxxxxxxxx

and xxxxxxxx is the exact number of the local police or gendarmerie: and even their secret calls are visible. With a little luck, they might insult the cop... :)))
