Greetings
I had the same problem after changing my password on one of my
Hotmail accounts.
The password changed on hotmail.com was 17 characters long, while live mail
only manages 16 characters in length.
So I changed my password to 16 characters on hotmail.com
and subsequently in my Hotmail email account to 16 characters and there you go...

The solutions proposed above are not 100% valid since there is another one.
You just need to delete the Outlook profile and create another one.
1 - Backup the Outlook folder
C:\Document and setting\localSettings\Application Data\Microsoft\Outlook
2 - Control Panel > Mail > Show Profiles, select the profile and then delete.
3 - Restart Outlook then reconfigure the account and if necessary restore the PST files.
And there you go ;)

I had this problem for a month and a half and I just solved it (finally!)
It should also work for most 0x800ccc errors..
1) go to TOOLS
2) INTERNET OPTIONS
3) ADVANCED tab
4) at the bottom of the window click on RESET.
5) Close all windows and restart Internet and then your mailbox
(I have Windows Live on VISTA)
... and after struggling for weeks, it WORKS!!

Here it is very simple, there is a bug in Windows Live Mail and possibly Outlook Express, you need to go into the settings and uncheck "remember my password." And that's it!!!! (pass the message)

for those who have a connection problem with the pop server and so when you open Windows Mail, a window pops up asking you to enter:
Username:
and Password:
just go to your ISP's website (for me, neuf box, so SFR), log in, and check your settings to see what you have entered.
I just did it: my username was my email address and my password was the same as the one I use to log into my customer area.
It worked: PHEW!!!
