Does a "system reboot" erase the data?

Configuration: Windows / Chrome 96.0.4664.45
My phone Huawei p20 lite running Android is stuck on the boot screen (Huawei logo with "powered by android" written at the bottom) and doesn't even want to turn off (if I try, it will immediately turn back on to the same screen). I wanted to know if I do a "system reboot" instead of a hard reset "wipe data/factory reset" with EMUI, will it delete my data? (I mainly need my photos and notes)
Or do you have any solutions to recover data from a locked/off phone?
