Hello, what does "this number you dialed is not assigned" mean? Because I'm trying to reach someone but it says this number is not assigned. Is it because they haven't paid their bill or what? Because they are actually on a prepaid card, so what does it mean? Can you tell me?

If he is using a prepaid card, it means he didn't top up his account in time, and the number is now lost.
