Difference between Outlook and Outlook.com

Hello,

For several days, I have been trying to synchronize my Outlook 2013 calendar with Google Calendar. I have tried both ways: putting the Outlook calendar into Google and vice versa. The calendars install properly by entering the corresponding URLs, but there is no synchronization.
On one website, it says to use the online version of Outlook, which is Outlook.com.
I go to Outlook.com with my Microsoft account and I arrive on the Outlook page. I try to send messages, and the messages arrive well in my local Outlook 2013, but the calendar is not synchronized between Outlook.com and Outlook 2013 (the one on my PC).
What should I do? Additionally, what is the difference between Outlook.com and Outlook in general?
Outlook.com does not synchronize with the Gmail calendar either.
I admit that I am a bit lost in all of this.
