I would like to know if someone can give me the equivalent of Pantone 7621C in RAL
Or the closest match

Maybe something like RAL 3016 or RAL 3020...
But it will still be different, they are not the same color charts.-
- It's hard to say because one has a black dominance and the other a red dominance... and the Pantone between the two...
But you could perhaps use a spot color and give the printer the color to reproduce...
At Pantone, there is the "Process Color" swatch which provides the CMYK composition of a large palette of shades... you would need to compare the swatches, and this way you could use a spot color within the CMYK range...
I only have the RAL colors on screen, which is less precise than a printed swatch.
