In our time, yes (at least for me since 1947) but now, or even for quite some time, I'm not sure that students learn that. You ask them what a square root is, they are unable to answer you.

Gone are the days of calculating train arrival times or bathtub fill-ups :)

I confirm that the rule of three is always taught in primary school: in CM1 with simple situations of proportionality and in CM2 with problems related to proportionality, particularly problems concerning percentages, scales, average speeds, and unit conversions using varied procedures...
