Starcom 9947 HD decoder issue

Hello,
the windows of the user manual for my Starcom 9947 HD decoder do not appear on my TV, it automatically sets me to the Astra satellite with a request for the PIN code. I don't have the option to choose the satellite contrary to what the manual indicates. Please help me, thank you.

Configuration: Windows Vista / Internet Explorer 9.0

Is your decoder connected to the TV with an HDMI or SCART cable?
