UEFI BIOS Mode to Legacy

Hello everyone,
I need to reinstall an HP 20-2110nz All-in-One PC.
I have disabled secure boot and fast boot. When I go into the boot order, it is still impossible to enable legacy mode. When I press F5, it says: you may disable secure boot before you may configure this option. And when I press F9, I can't boot from USB or CD. After searching online, I was advised to update the BIOS, which I did without success. I am asking for your help, thank you in advance.

At startup, it displays:
Boot device not found
Please install an operating system on the hard drive
Hard drive - 3F0
F2 - System Diagnostics

    windows boot manager
    uefi ip v4
    uefi ip v6
    -legacy boot

    upon booting into windows boot manager, I end up on win 8 which was installed on the machine since purchase without being able to boot from the USB or the disk. I would like to install win 7 on the machine.

      Are you sure you have disabled secure boot?

      How did you create the key and the CD?

        Yes, I entered the BIOS normally, then secure boot, then disabled secure boot and fast boot. Then when I go back to the boot order and try to disable legacy boot, I get the message: "you may disable secure boot before you may configure this option."
