Grand Theft Auto: San Andreas and DirectX 9.0 Issues!

Hello,

I’m sharing my issue: I can’t launch/play GTA: San Andreas due to DirectX 9.0!
Error message: Grand Theft Auto: San Andreas requires at least DirectX 9.0.
I’ve tried various solutions but none work:
> uninstalled / reinstalled DirectX
> uninstalled / reinstalled GTA: SA
> tried different compatibility modes
> deleted gta_sa.set
> tried the No-cd
> applied patch 1.0

And when I run "Troubleshoot compatibility," it suggests different modes and then tells me: "incompatible application."

I’m stuck, the only thing I see is: the Nvidia graphics drivers that I can’t install (installation failure) and Windows Update that won’t install updates (error code 80246008).
I’ve searched the internet on the subject, tried various methods but it’s getting frustrating not being able to play!

My config:
Windows 7 Ultimate 64-bit SP1
CPU: I5-2500K 3.30GHz quad-core
GPU: Gainward GTX 460 GS 1024MB GDDR5
RAM: 4GB
DirectX 11.0
