I can't create the Gmail account; I keep getting the error message: "You must be of the required age to create a Google account."

You might want to try with another browser, try using Google Chrome.

so the problem was that you were using Internet Explorer 8 :) if you want to keep IE, update it to version 9 (it might work)

Yes, that's correct, I use IE version 8, so that was the reason when I tested on Mozilla (because I had already installed it on my PC) it worked.   Thank you anyway for the information.
