you create a layer on which you write what you want, you select your text and hold the right click while moving the mouse until the angle suits you. If it’s a simple angle like 90° or 180°, you can use the option that allows you to rotate by a known angle
after that you can merge the two layers

To pivot or rotate text in paint.net, click on the "Layers" tab in the top toolbar. Select "Rotate / Zoom". Wait for the rotation window to appear.
