File read-only in Notepad

Hello,
I would like to know how to disable read-only mode in Notepad because I want to modify a data file, but when I save it, Windows tells me that the file handling.dat already exists and asks if I want to replace it. I click yes, and then it says handling.dat is read-only. I click OK, but it doesn’t save.
