No description of wow spell

If you're still having this problem, or if others are, you need to uncheck the "enhanced tooltips" option in the interface settings.

So just recheck it:

go to interface options menu -> "help" tab -> check "enhanced tooltips"

And there you have it, your spell descriptions are back when you hover over them in your action bars. I hope this helps some of you ;)

In the configuration settings, the tooltip must have been unchecked.

I uninstalled Wow and reinstalled it (I kept the updates)
When I reinstalled it, the descriptions of the spells appeared.
