Hello,
I need to write reports with a limited number of characters, but I wonder: does the term "characters" refer to the number of words or the number of words, punctuation, and spaces?
1000 characters: is it 1000 words or 1000 characters (words, spaces, punctuation)?

That's what I thought too, but it might be a bit short, considering I'm supposed to summarize an article that's almost 3 A4 pages long.
Moreover, I work on Open Office, and their statistics for characters include all the data—letters, spaces, punctuation...
Doesn't the term "character" normally refer only to words, punctuation, and spaces?
