    By definition, it calls a URL, so that URL must correspond to the document hosted on a site.

    It is possible to put text into a QR code. But you won’t be able to put it in a specific format, for example a .docx file with its formatting.

    There are apps that allow this operation; for example Codex - QR Reader and Generator. It’s an application for PC.

    Example :

    See the result with the Photos app on a smartphone.
    The text will obviously be very limited in size.

    If it is a very important text, in a specific format, you will need to upload it to a cloud service and create a QR code containing the URL that points to this document.
