Open the Jadielle Gym (Pokémon Red)

Hello,
In Pokémon version Red I'm struggling to open the doors to the Jadielle Gym. This gym is supposed to open but I don't know how. Yet I have 7 badges, I've been to the Pokémon Mansion, I defeated Auguste and everything. Can someone help me?

    You have to go to the town below Palette Town and there is Blue; you talk to him and then you go to the Jadielle Gym, and it is open.
