There are a multitude of PDF apps—which one is the best?

    Hello,

    What you’re looking for does not exist (in the free version). Personally I use

    1) Foxit Reader :

    There are many features for annotating and writing on PDFs. I gave an overview of the possibilities HERE.

    2) PDFsam : for splitting, reorganizing, merging PDFs.

    3) The Draw drawing module of the LibreOffice suite: It allows editing the PDF and making changes usually reserved for paid software. It’s limited, but it works fairly well.
