I'm a bit worried because I received a call yesterday that managed to get my number, but when I asked who they were, they didn't answer, and I didn't want to tell them who I was.
Should I be concerned?

The basic rule is, if you don't know the number, don't answer; if it's important, they'll leave a message.

Yes, often the calls from 04 are partly from insurance companies or automated platforms, you shouldn't answer. The same goes for 07, in principle the person should leave a message if they want to be called back.

French numbers in national format have only 10 digits; a 14-digit number starting with 00 is an international format from a country whose country code starts with 4:

If I have no reason to receive a call from one of the mentioned European countries and I haven't been left a message, I don't answer and/or use an anti-spam phone application.
The last message makes no sense: aside from the telemarketing platforms 0424 and 0425, any number starting with 04 is from the southeast phone area and is valid until proven otherwise, and mobile numbers starting with 07 shouldn't be less valid than those starting with 06.
It happens, but that's another question, that a number starting with 04, whether preceded by 00 or not, may not be from the southeast of France or Europe but could result from the concealment by the user of a number that has nothing to do with it, often from Africa.
