Mouse movement FPS drop

Hello, so I'm completely new and especially after searching in vain for a solution to my problem, I unfortunately found nothing.
To put it simply, two days ago I installed a new graphics card (3060 ti).
Everything is going well with good performance, but... in all the games I've tested like Valorant and Rust, a problem arises: when moving the character or the view, the 320 fps in Valorant drop to 220 fps. It's not particularly annoying, but if I can gain those extra 100 fps, I would gladly take it. The same thing happens with Rust, which runs at 90-100 fps on full ultra 1080p but drops to a minimum of 70-50 fps when I move the mouse or the character.
Config:
Asus Prime h310m-k r2.0
16 GB of RAM (two sticks of different brands)
i5 9400f (which for me might be the only reason)
RTXD 3060 TI
Areocool 550w power supply
I have already tried:
DDU to clean my drivers and reinstall new ones
Changing USB ports for my mouse
Changing mice
Checking temperatures which are for the GPU max 75°c
and for the CPU 60°c
That's it, it's really annoying. I searched everywhere for a day to see if something similar exists; I apologize, the only cases that were somewhat similar had drops of 5 fps, which is not my case. Thank you, best regards.

It's a shame, you have to try to figure out where the problem might come from.
Stupid question, but are you sure that your FPS drops come from your mouse and not elsewhere?
A background process, open software running, antivirus performing a scan while gaming?
Try this > Control Panel\System and Security\Power Options\Change plan settings > turn off the hard disk after 0.
> Control Panel\System and Security\Power Options\Change plan settings > USB settings > disabled > Apply > Ok
Because it will suspend USB ports to save power, including the USB port of your mouse.
Windows button + X > Device Manager > mice and other pointing devices > find your mouse > double left-click > power management > uncheck what is power saving > Ok
Test to see what it does.
Hi, I'm going to test all that, but before that, it doesn't come from the mouse; just by moving the character, I lose FPS when drawing a weapon and also when firing it. So;
I'll summarize everything with the tests I've been able to do; it’s not the RAM, I’ve changed and tested it, no third-party software, maybe a reset would do the trick but I have a lot of very important data. In games like Rust, the GPU doesn't exceed 40% utilization with a max temperature of 65°C. However, I’ve noticed that the processor is often at 100 ~ 90%. I'm puzzled by the problem; I should probably test the GPU on another PC to identify if it's really the processor or another component. I’ve changed drivers and there are two important points to mention, first of all.
My graphics card, the Palit 3060TI, was bought used, so I was careful and started to dismantle it to check the graphics chip, but the plastic seal screws were still there, so there was no change to the graphics card. Another piece of information that could be relevant is that I followed some tutorials for Windows optimization and other things (CAPET) about a year and a half ago which may be causing it. Anyway, I will test the GPU on another setup with an I5 10400f and a much more powerful motherboard.
The cause of the problem has evolved; in fact, no matter if I jump, move, or anything else, when I stop moving or stay still, there’s this recurring FPS drop as if some component is struggling to perform. There’s an FPS drop of about 10 ~ 20 on average in games like Rust and about 50 on average for competitive games like Valorant, which by the way runs pretty poorly at 200 FPS on average for low 1080p with a 3060 ti... that seems very low to me. Okay, thanks for everything. It's hard to know exactly where your problem comes from with all the tests you've done. But with an RTX 3060 TI, your performance is low compared to what it can do, and I think 40% usage is too low.
200 FPS on a game like Valorant is not normal. I only have a GTX 1070, and I'm getting 300 FPS on Overwatch, and I could go higher. On R6, I'm getting 220-290 FPS.
On the other hand, your processor running at 100% or 90% isn't normal, which causes freezes and drops in FPS for sure because the processor is running at full capacity. Yes, I know the CAPET tutorials; maybe one of those tutorials has caused you problems, that's possible.
Be careful, Windows 10 limits the processor’s power. You can try disabling that to see if you see an improvement.
Windows+R > type > gpedit.msc > Administrative Templates > System > Power Management > Power Limiting Settings > set to Enabled > Apply > Ok, reboot the PC.
Is your 3060 TI properly installed with the driver? Did you not leave an old driver from your previous graphics card?
If not, you can try uninstalling your driver with DDU and reinstalling it properly to see if your current driver is not obsolete.

So I have Windows 10 Home, so I don't have access to gpedit.msc. I followed a tutorial to get it, but without success. As for DDU, I did it at the startup of my PC when I received my GPU and reinstalled the most recent driver, and then I changed it to see if the problem was the driver. If you have a solution for gpedit, I'm interested.
I also have Windows 10 Home, I found a software to enable gpedit.msc via command prompt. I have the software but I need to pass it to you and I don't know how.

I found a video, to activate gpedit you need to click on "more" below the video to expand it, click on the first link, and then click on the GPEDIT link. It's a rar file, you extract it with winrar or something similar and it's done. Sorry, the video is in Spanish, I think.
I downloaded the file before and extracted it; there is indeed a file that you need to run as administrator and just let it do its thing, and normally it should be fine. I can't guarantee anything regarding the manipulation of the processor power limit; I don't know if it will help you but at worst it won't harm, no risk.
For your graphics card, okay for the driver, but normally your card should run at 95-98% in games, not 40%. I'm going to test it on a game, check the percentage of my graphics card with MSI Afterburner and I'll tell you the % of my card in-game or I'll post a screenshot of my screen.

Hi, I had this problem, I have a Razer Viper 8kHz and that's the issue, the 8kHz.
Because the higher the polling rate, the more the CPU is taxed. At 1000 Hz, just moving the mouse already increases CPU load by a few percent. By going up to 8000 Hz when it's not necessary, there's a risk of affecting the smoothness of resource-intensive games that put a lot of strain on the processor.
It ruined my months of gaming on Valorant, what a pleasure :)
So in Razer Synapse, I set it to 2000, which is more than enough.
