Toshiba laptop turns on and then shuts down immediately in a loop

Hello,

My laptop (Toshiba Satellite L830) has totally crashed. It initially got stuck on a startup error message indicating
"Check cable connection!
PXE-M0F: Exiting Intel PXE ROM"

I changed the boot order via F2 (Setup Utility) as follows:
1- HDD/SDD, 2- ODD, 3- USB, 4- Network.
Since then, it has gotten worse; when I turn it on, the computer displays Toshiba and then immediately shuts down continuously.

I don't know what to do, and I’m not very knowledgeable about computers. Could you help me?

Thank you for your reply.
The hard drive was replaced at the end of September with a second-hand one because it was faulty (the computer is 7 years old).
Could it only be that?

  To troubleshoot your computer, we will create a bootable USB drive
  it contains a mini Windows 10
  Since the computer is frozen, this needs to be created from another working computer.
