If I believe this discussion, the issue was resolved with version 10.14.3 and since you are on version 10.14.6 it should work...

When you plug the USB cable into both USB ports on the Mac and then into the CD/DVD drive, do you hear anything, like the motor spinning, ...?

If you insert a purchased audio CD (not a burned one) inside and launch your favorite music player app, can you listen to the music?

No, I can't hear anything (neither the Mac nor the drive), but on my old one, I can hear the DVD spinning
I inserted the installation disc for the "DVD writer" and the installation disc for my office printer
The indicator light on the drive is blinking, so it works

I'm using a mini USB-C to USB-A 3.0 adapter from Nonda and it works with my external drive.

I changed the cable, I used an external disk cable that is not a Y cable but it works now

I hope I will manage to install the printer and the scanner
