Will I be charged if I receive a call?

Hello,
I often have calls with a friend who is in my city not far from me, and it's always him who calls me because he has unlimited calls and I have 2 hours. But for the past few days, I can no longer pick up when he calls; I only get the notification that appears, and when I tap to answer, nothing happens, and the notification glitches (it goes away and then comes back). As for me (I’ve only tried it twice and for a very short time), I can’t hang up either because the notification glitches too, and I have to restart my phone to be able to hang up. I wanted to know if it’s possible that when he calls, it takes from my plan because once one of my contacts with unlimited minutes (emergency contact) called me and I had no issues picking up/hanging up. If that’s not it, how can I fix this problem?
