Processor Runtime Duration

Hello,
In the Windows Task Manager/performance/processor I see the running time of my CPU (it is at 7:21:24:8) and I would like to know if the higher it is, the more the performance will decrease?

    it normally indicates how long the CPU has been on
    it resets to zero when you turn off the PC
