Install your files on the HDD instead of the SSD

Hello,

I just received my new tower. I installed W10 on the SSD (which is C:), and I have a 2TB HDD (E:). I only want to install Windows, certain games, and software on my SSD. Everything else, photos, movies, documents, files, and downloaded software, I want to put on the HDD.
The problem is that everything is copying directly to the SSD. When I download an image or software, it automatically goes to the SSD. For example, I'm trying to download Steam: the file is automatically placed in the "Programs Files" folder located on C:. If I create a new folder from the Desktop, it gets placed in C:.

How can I make sure that all my files, folders, downloads, etc., are automatically placed in E:?

    It's not so much my libraries that pose a problem: I've simply created shortcuts to folders on my HDD on my Desktop. But if you want, as soon as I download anything, I would like it to automatically go to the HDD. However, in the case of Steam, for example, it automatically directs itself to "Program Files," which is on the SSD, and I can't choose the location.

    Yet, in "Storage" (accessible in the settings), I have indeed requested that all new content be placed on the HDD (in "Save locations").
