Why is my HD 720p video only showing in 360p on YouTube?

Hello, today again, I uploaded a new video on my channel (the policy prohibits providing a link like this, I believe, but my channel bears my nickname, so you should be able to find it easily).
Like all my other videos, I encoded it in h264 with the recommended audio/video bitrates by YT for the resolution 1280x720. The original video is also in 720p with an extremely high bitrate (around 5MB/s for the image). I encoded it in mp4 format using Adobe Premiere Pro CC for this video, and sometimes with Sony Vegas Pro 12 for others.

The problem is that the video (and a few others) is only playable in "Auto (360p)" on YouTube. No "360p" (without "Auto"), and no other resolution is available (not even 240p!). However, my Internet connection is more than adequate (enough to watch several Full HD videos at the same time). I experience the same issue with other videos (other YouTubers), like Tears of Steel for example, which is available from 240p up to 4K! (3840×2160 pixels!).

This phenomenon seems to occur only on Chromium (maybe also on Google Chrome). But since the latter is my main browser, I would prefer not to have to use another one just to watch HD videos on YT.

In order for YouTube to encode in HD, the original video must be at least 1080p. From this resolution onward, YouTube uses VP9 encoding directly.

If the video is in a lower resolution (480p, 720p), YouTube may be able to encode it in good resolution later (after 100,000 views apparently).
