Create a Sim during gameplay

Hello, does anyone know how I can create a new sim during a game (without starting a new one)? I would like my 2 sims to be from the same family afterwards. Thanks for your answers ;)

Or straight up, a bastard technique. You find a person. And you type, "TestingCheatsEnabled True" and you look for a random person. You hold down shift and click on the sim (while still holding shift) and add to the active family. You shift-click again on the sim and "modify in create a sim."
