Hello, It's not easy to provide a generic response. In broad terms, a PC monitor can receive a signal of one of the following types: VGA, DVI, RGB (old professional monitor), and now HDMI (for a very small number still). Depending on the type of connector, the type of signal expected by the monitor can be recognized. For the DVD player, I won't be able to answer you. I suppose you need to be able to connect a USB cable between the player and the computer. Does your player have a USB port? For the surveillance camera, it's the same thing. There are cameras that are directly connected to the computer for live viewing and/or recording images. If you haven't bought one yet, choose one that allows you to connect it to your computer. Otherwise, I don't think the computer screen can play videos without turning on the computer. But maybe there are some that can do that now.

By default, it's almost impossible except for very rare exceptions. The signal from the DVD player is an interlaced signal (two half-images to make one), which most current screens do not support. Then, the refresh rate is different. To be close to the computer signal, you need to set your DVD player to NTSC (standard VGA signal: 640x480) and output RGB progressive (if that exists) or YUV progressive (more common but requires electronic circuitry to convert it to RGB). The result with so little equipment is not guaranteed. Finally, adapters exist, they're called VGABoxes. They allow you to connect a TNT decoder, a DVD player, or a game console to a computer screen. The result is decent but may not be sufficient for a demanding person: the additional processing further delays the image and sound, and signal conversion makes the colors less deep.

If the DVD player has an HDMI output and the screen has a DVI input, then they can be connected using an appropriate cable. A cable with a SCART connector on one end, a USB plug on the other, and a power plug for the player - you can find the equipment by searching on Google. Easy but not obvious.
