Hello,
I am looking for software that will allow me to design roofs of different colors and materials from a photo of a house.

While searching the site of the house I showed you earlier, I found that they offer to download their SketchUp model, so if you please, you can use SketchUp as Luke suggested and come change the material and color, but you'll need textures for each material/color.

I believe you won't find better, even I in the field of illustration didn't expect to find such a result.
The results you could get with Photoshop without mastering it would be more of a DIY approach.
