I'm sorry to disappoint you, it's not rare. It's a commemoration coin from the EU.
If you have another one that's not French or Belgian, it becomes interesting, but in any case, there's no need to think you'll be rich with this kind of coin.
For a French coin of this type, its value is equal to its face value.

I have one like that, but the inscriptions are different; at the top it says NEDERLAND and at the bottom EMU 1999-2009, and the stars are bigger than those on other 2-euro coins. Is it worth something?? :o

Hey if this year (2017) it appeared that the coin, as mentioned, can be sold for 60 euros, but it's really a good lighter that holds the symbol of the euro. If that's not the case, then too bad, but you can find currency exchangers like in Strasbourg near the Homme de Fer.

In perfect condition, it sells (new and sealed) for nearly €8, but selling it... that's a whole different story. In my opinion, a used piece is worth only its face value, which is €2.
