You can do it, but in another cell.
Choose a suitable character (for example, 63 from the webdings font) and, with your value in B1, in a free cell enter:
=REPT(CHAR(103),B1/10)
(if you have 30 in B1, the character will be repeated 3 times)
Set this cell to the webdings font, the desired color, and adjust its width so that it can contain 10 times your chosen character.

It’s possible, but not directly in a cell.

Start by drawing a rectangle in one or more cells from the drawing toolbar. In the address bar, you will see its name; if it’s the first one, it will be RECTANGLE1. Activate it and select a light gray background, for example, and the font in red.
You need a cell where you will enter the values manually or from a formula, or associated with a scrollbar, for example A1. Another cell for a formula, for example B1, where you enter the REPT function:
=REPT("g",B1/5).
You can replace the "g" with a "W" which will give you a different look for the scrollbar.
Click on the scrollbar, and in the formula bar, enter =B1, select the Webdings font and set a font size that is either larger or smaller, which will affect the thickness of the line, and center the font.
To adjust the length of the scrollbar, enter 100 in A1 and adjust the length of the rectangle containing the scrollbar.

It seems complex, but if you follow my post, you should manage it without any problems. It is also possible to do it in the form of a counter using a donut chart.

To color 20% of a cell, you don't need a macro, you need a fairy or Harry Potter!

You could possibly use 3 contiguous cells that you format according to the percentage value
Or apply a different color (darker or lighter for example) to the entire cell based on the %.
But to know more, you need to tell us the age of your Excel, because 2003 and 2007 have neither the same path nor the same capabilities. And also which of the two previous options you would like to choose!
