Probleme paramétrage ftp

Bonjour,

je commence par préciser que je suis débutant...

j'ai installé proftpd sur mon serveur (debian)

après avoir effectué la config

je me connecte en root avec putty pour tester le ftp en local (# ftp localhost)
j'essaye le login et mot de passe d'un de mes user
=> pas de problème tout se passe correctement

2ème étape, j'essaye de me connecter avec Filezilla
=> impossible
Statut :	Connexion à 83.xx.xx.xx:21...
Erreur :	Délai d'attente expiré
Erreur :	Impossible d'établir une connexion au serveur


je pensais que c'était un problème de firewall mais mon hebergeur me dit "pas de restriction ip ou de port sur le Firewall concernant votre serveur" cela m'étonne un peu d'ailleurs
1ère question :
Quelqu'un a une idée?
2ème question :
Comment tester que le port 21 répond bien...
